it always shows power off even if i give cm radio on
cm temp shows temperature :47
after giving cm radio on
i have tried using terminal too ,same result

The temperature where you get these readings from is located inside the modem. Even when you place the unit in the Radio off mode, there will be 20-30ma of current consumption that will result in some temperature increase .What is the temp 15 mts later?
Just because you can send SMS doesn’t always mean that you can make a data connection. Some Telcos require a separate DATA subscription before the SIM is enabled for DATA.
And … if you have a DATA subscription on your SIM have you got the correct APN? Again, some Telcos have different APNs for different DATA subscriptions (i.e. PAYG APN is different from post-paid APN and so on).
